No to ISA forum in Ipoh.10/11/2008

The Internal security Act(ISA) is one of the worst draconian law ever enacted by the Malaysia Government. For the last over 40 years any person in Malaysia can be detained on the filmiest of grounds.The Malaysian government continues to use or threatens to use the ISA against people whom they accuse of being threats to national security, including government critics and those allegedly involved in "terrorist-linked" activities.

It provides for detention without trial. This act is outdated ,barbaric and is not in tandem with accepted democratic principles. The ISA is too wide in it scop and it can be used to muzzle anyone who acts, works or writes against the government of the day.

Originally ISA was meant for the communist terrorists but now it is used against all kind of offenders including counterfeiters, gun runners, smugglers and gangsters.

# especially used frequently against dissident’s and political opponents and even a ordinary reporter

# It gives too much power to one minister to arrest without check and balance

# .Minister can act under his sole discretion

# Courts have no say to overturned minister’s decision except in rare cases

The arrest of Raja Petra kamaruddin under ISA and his subsequent release from the ISA is a victory for the people. We must thank the Judge of the High Court who had the commitment and daringness to release Raja Petra and thus Raja Petra can now experience freedom
There are many who are still languishing under the draconian ISA, including members of HINDRAF.

# They all deserve the right of immediately judicial review, freedom from unjustified detention or they showed be charged in court immediately

# I demand for their immediate release of ALL ISA detainees…and stop the us use of the ISA and an immediate repeal of this barbaric law.

We must end the BN from using this repressive measure to control critics and dissenters. I also demand the resignation of ‘Syed Hamid as Home minister for his careless use of the ISA and giving incredible unacceptable reasons for the detention.

# He should resign for ordering the illegal and wrongful detention of Raja Petra on flimsy excuses. # The court decision to free Raja Petra proves that Syed Hamid had abused his ministerial power and misused ISA for political mileage.

# Since he became the home minister, Syed Hamid has been guilty of making numerous serious ministerial blunders causing grievous pain and suffering to people like Raja Petra, Si Puteh MP Teresa Kok and the Sin Chew Daily reporter.

# He should own up to his failure and resign or be sacked by the Prime Minister.
We are happy the spirit of goodness have prevail during the Deepavali season. Deepavali is the success of goodness over evil when finally we have light over darkness. In the same manner we now have candle lights all over to day signifying the light over darkness.

Finally Raja Petra detention was a clear act of detaining a person for his free and proactive thoughts and writings. But they could not detain him too long as “the pen is mightier than the sword”

Rejection of motion to reconsider Gobind’s suspension
To day the Speaker by way of a letter stated that he had in Chambers rejected the motion by the MP for Bandar Kuching on the grounds that the matter and points were sufficiently replied to by the Minister Dato Seri Nazri last Monday in the House.

PERAK SPEAKER CALL FOR RECORD STATEMENT. FEB/2009

Chan had advised Sivakumar that he need not answer their questions as he is protected under Item Three of the Legislative Assembly (privileges) Enactment 1959 which provides that "No member shall be liable to any civil or criminal proceedings, arrest, imprisonment, or damages by reason of any matter or thing which he may have brought by petition, bill, resolution, motion or otherwise, or have said before the Assembly or any committee."

Perak speaker's decision to suspend the MB and Exco correct? FEB/2009

It is my view that the Speaker’s decision is correct and ought to be respected. In the event if anyone is aggrieved by it, by all means do file a substantive motion in the Perak state assembly to dispute and until then even the Prime Minister is subject to and bound by the Speakers ruling.

One chap asked me whether i know when Queen Elizabeth celebrated her silver jubilee a sum of 200 million pounds were spent by the British government. Souvenirs were sold and millions of tourist came to London and the Hotels and the people all benefited . Chicken Market in Deplorable Status. DEC/2008

The whole market structure is now unsafe. We visited the market together with local, Ipoh local council (MBI) officers and local councilors Sdr.Ding. We are given to understand that the market has been left without any proper maintenance.

It seems some over 15years ago the MBI had made had made proposals to construct a new wet market but noting has taken place to date.

Look, you guys had a break,even your party never expected it, Now that you guys got it, make the best use of it before you guys get shacked again.

These idiots are ruining the chances of PR gaining control of the federal govt. by their imbecile attitutes.
Remember, CLEARLY, that PR won the last elections not because the people voted for DAP,PAS or PKR but VOTED AGAINST BN.

I know MB selangor very well, the worst man you can have for an MB.When he was in guthries, he rejects non malays applications for jobs even if the non bumi is highly qualified .The HR dept shortlists non bumis only for him to write in pencil “REJECT” get a bumi and never mind, train him.

Gotong Royong Program Teluk Kurim. DEC/2008

The program started with the AEROBIC exercise which was commenced at 8.00am. The participants, comprising of staff of MBI, local residents and NGO were there to make the program even greater.

Judicial Appointment's Commission. DEC/2008

The proposed new procedure will be a departure from the present mode. Presently a person is appointed a judge by the Yang di-Pertuan Agong, acting on the advice of the Prime Minister, after consulting the Conference of Rulers. Before tendering his advice as to the appointment under Clause (1) of a judge the Prime Minister shall consult if the appointment is to one of the High Courts, the Chief Judge of that Court. (Article 122B Federal Constitution refers).

Malysian Anti- corruption Commission. DEC/2008

The bill for the establishment of the Malaysian Anti-Corruption Commission (MACC) came up for debate today. Many spoke and I raise the following matters.

The need to set up a special corruption court.

By virtue of clause 59 of the bill all corruption case would be dealt with at the Sessions Court 2) in certain cases the AG may transfer a particular case for trial to the High Court if the attorney general(AG) so issues a certificate specifying the person to be brought to the High Court.

But the real problem is the quality of judges we have now. It takes time for the disposal of a case in the courts some it take a decade. Many a time corruption case are part heard by a judge a continued by another when the judge is transferred. I have come across cases where a particular case is heard not by one judge but by four judges. How will the judge ever assess the demeanor of a with ness if a case is dealt by too many judges. In the same breath we continuously faced by the inept Deputy Public Prosecutors(DPP). I told the house that many of the present DPP’s are not the cream of lawyers appointed on the merits and quality. All afford must be put in place to check this rotten behavior of the bureaucrats in our country.

On the issue of a special court the minister agreed with me and informed the house that the government is serious in the formation of a special court to deal with corruption cases.

Employment of new people for the MACC
The Minster in the Prime Minister department Dato Seri Nazri mentioned over the next few years a total of 5000 new staffs would be appointed. I raised the need to appoint persons of integrity and with good academic qualifications. Also I pointed out that a multi race people be appointed. As other wise we would be saddle with as in the present civil service where there is an over representation of a particular race.

Action needed to act and suspend MP for Pasir Salak for uncouth and boorish behaviour. NOV/2008

The words, antics and behaviour of Pasir Salak MP Abdul Rahman has breached every rules of fair play and decorum in the parliament’s rule book.


He used words like bastards, keling and kurang ajar regularly and gets away every time without punishment.
He just says "saya tarikh balik" and gets away with it and the Speaker and deputy speaker agree and allow it to happen.
This disgraceful behaviour has got to stopp.

The Malaysian Parliament has pulled through a stormy phase which resulted in the suspension of the opposition leader most recently. Consequently, a review of standing orders has been pursued by the speaker and parliamentary procedures may be tightened even more. These steps are being taken by the Malaysian government to preserve the image of parliament. Patterned after the parliament of the UK, the Malaysian parliament has been criticized for being too biased towards the ruling powers.

The Malaysian Parliament consists of Senate or Dewan Negara (70 seats; 44 appointed by paramount ruler, 26 elected by 13 state legislatures; to serve three-year terms with limit of two terms) and House of Representatives or Dewan Rakyat (222 seats; members elected by popular vote to serve five-year terms)

Rebuttal to Yin. 21/11/2008

21/11/08 I refer to Yin Ee Kiong’s letter published in NST Nov 20 under the titled caption Road Names - "Not to be changed at a whim".

I am not a State Executive Councilor to start with.

I agree that road names ought not to be changed at the whims and fancies of any government of the day.
However the above titled caption cannot be made a measured attempt in any form to level criticisms against the DAP which is a component party of Pakatan Rakyat that forms the current Perak State Government, in its plan to rename Jalan Silibin to Jalan Patto.

The Pakatan Rakyat Government made a pledge before the election anchored on it’s believe that there must be competency, accountability and transparency in any of it’s decision and decision making process. This believe is to add poise to Pakatan Rakyat’s commitment in ensuring a heightened public participation by all in the affairs of the State.

DAP MPs and state assemblymen still do not realised they are in power today becoz the Malays voted them and now they are trying to be heroes to the chinese community only.

to the DAP dont you all are aware that alcohol are bad for health just like cigarette.

I am a chinese and i hate all the above habits.

Not all policies by PAS are bad.

in fact PAS has been urging bread earners to go back to their families after work instead of heading to all these karaokes joint where alcohol and chinadoll are in abundance.

i remember not very long ago a group of chinese housewife went to see a certain OCPD asking for help
becoz their husband have been spending all their time in all these karaokes outlet.

how many chinese families have succumbed to these evil ?

bread winner spending their hard earned money on alcohol, gambling and later on womanising will come along.

DAP remember you guys represent all malaysians and please do not try to be a hero to a certain community even though knowing very well all the above are bad for everyone.

carry on with your typical chinaman attitude and i can guarantee you guys will all be a one term MP/state assemblyman.

Renaming Of Silibin Road. NOV/2008

We embarked to renaming the Silibin road after we got public suggestion to rename Silibin Road.

From our findings we found Silibin road does not have any real historical significance. P.Pattoo was the former MP of this area, thus renaming of this road would be befitting this past leader. It has to be bourn in mind the proposed change will not alter the area being still referred to as Silibin. In due compliance of the workings of Local Agenda 21 we decided to consult with local residents. Local Agenda 21 requires that before a major decision is made which will affect the lives of local residents due consultations ought to be effected.

Questions raised in MBI- October sitting. OCT/2008

Kindly read the questions and very soon I will update the answers given by Datuk Bandar in couple of days. The questions sound as follows:

1. Kenapakah “Retention Pond” tidak dibina untuk mengatasi masalah banjir di Taman Merdeka dengan adanya peruntukkan sebanyak RM 660,000 dan bolehkah MBI memberi satu jaminan kepada penduduk setempat dimana ianya adalah satu cara yang terbaik untuk mengatasi masalah banjir dikawasan itu?

2. Apakah langkah pencegahan yang diambil untuk mengurangkan kadar kenaikkan perbuatan laku musnah dikawasan Taman Harmoni dan rumah Pangsa Sg.Pari dan adakah MBI mempunyai apa-apa cadangan untuk membina pondok kawalan untuk mengatasi masalah ini dengan bantuan pihak PDRM?

3. Berapakah jumlah menara telekomunikasi yang terdapat dikawasan bandaraya Ipoh dan apakah kesan untuk kesihatan penduduk sekelilingnya secara menyeluruh?

4. Apakah dasar polisi yang diamalkan oleh MBI untuk menanam pokok-pokok dikawasan Ipoh dan apakah rancangan jangka pendek dan jangka panjang untuk menjadikan Bandaraya Ipoh sebagai Bumi Hijau?

Renaming of Silibin Road. OCT/2008




It has been suggested that a road be named after the late P.Pattoo a former Member of Parliament and State Assemblyman and was a senior party men of the DAP.

He was also representing the same area where I am the MP now. In 1997 after the demise of P.Pattoo I suggest to the local council of Ipoh to name a street after P.Pattoo but no consideration was given to my suggestion.

Now the Council and the state Government have agreed in principle to consider naming a road after P.Patoo. Yesterday a team of volunteers did a shop to shop walk to get the views of the locals in remaining Silibin road into P.Pattoo road.

I am very aware that according to the requirments of local Agenda 21 any decision which affects the people, consultation must be held with those going to be affected. Thus this survey becomes a necessaity. We hope to meet as many people to get their views even house to house along the Silibin Road and we would then inform the Council and the state accordingly

Justice For Tamils


Speech by M.Kula Segaran DAP National Vice Chairman and MP Ipoh Barat on the issue of “Justice for Tamils” at Ipoh City hall on 24th Oct 2008. Stop the genocide State terrorist violence on Tamils in Sri Lanka

The premeditated brutal war against innocent Tamil civilians by the Sri Lankan State is genocide of unparallel proportion in recent history.

The intention is to establish an exclusively Sinhala and Buddhist theocratic State through the violent means of ethnic cleansing.

It is all out war on the Tamils now and no day passes without some killings, bombings and murder while the world and India and Malaysia watch without interfering to stop the genocide.



Their silence is a crime against the Tamil people.

Over 300,000 Tamils have been uprooted and made homeless in recent weeks by this senseless war inflicting on the innocent Tamil civilians.

Uprooted Tamils are living without roofs over their head, food and medicine. Starvation is being used as a weapon to force them to submit.

Tamils face the inhuman and indiscriminate bombing missions of MIG27, MIG 29 and Kfir aircrafts.

They attack the homes, schools, hospitals and temples killing innocent civilians, be it children, women and aged.

Tamils are linguistic nationality and denying them their basic human rights of the right to self-determination is the crime of the century.

When Pakistan committed genocide on lesser scale India intervened to redeem the Bengalese and help earn self-determination. Why not for the Tamils likewise? Are we lesser humans? Or are we insignificant in the geo-political interest of India as a regional power.

India must wake up to these atrocities and stop the genocide without delay. Malaysia too must intervene to stop the genocide.

No country or people should remain silent in the face of such brutal crimes against innocent Tamil civilians.

We the Tamils of Malaysia therefore categorically demand the following:

Stop the Sri Lankan State from waging on its own citizens, the Tamils;
Refuse military and aid to the Sri Lanka State;
Withdraw all Indians military personnel who are assisting the Sinhalese State in waging war on the Tamils;
Recognition of the right of Tamils to self determination
Urge the Malaysian Government to bring all parties to the conflict to the negotiating table for a permanent peace.

SAFETY FIRST

“We want every student to come and go home safely at the beginning & end of the school session. With this in mind, we want the MBI to build a wheel stopper in front of the St.Philomena Tamil School to create safety at every level to makes safety a personal priority for the students.” YB Kula Segaran.





A group of concern people met Datuk Bandar Ipoh to remind him on the importance of having wheel stopper at the St.Philomena School. Every year accidents due to over speed and carelessness cause dangerous for the students.
The concern group has brought the matter to the previous government and most of the time the answer will be “we will look into the matter”.



The Pakatan Rakyat appointed Datuk Bandar of Ipoh Tuan Hj.Roshidi, has agreed to build the wheel stopper together with other related works to provide better safety for the students.He also added that the construction works will be started after the tender process over which is all can be done within 6 months said Datuk Bandar.

Dear Datuk Bandar,
I have lived in Taman Sinfar, Off New Pasir Putih for more than 30 years. All the residents love the big trees lining Jalan Pasir Putih. Unfortunately these trees were chopped away some time in June/July this year.

These old trees give lots of shade. They were felled just to pave the road in order to draw lines for parking cars. I am referring in particular to the stretch from No. 20 to No. 70 Jalan Pasir Putih.

1. I think the trees could be pruned instead of been completely chopped off! The entire area which is now barren of shady trees is extremely hot.
I wish to comment as follows:

2. The contractor who paved the road did not make any outlet for rain water to be drained away. The newly created car parks floods with each heavy downpour! Please check from No. 64 Jalan Pasir Putih.
Like many Ipohites, I wish that you and your team can restore Ipoh to its former glory. I used to boast that Ipoh has the cleanest and best roads in the country but now it is quite the opposite. Please resurface all the roads properly and not just patch the potholes.

Ipoh Mayor stumped by felling of giant trees. 17/09/2008

IPOH: Ipoh Datuk Bandar Roshidi Hashim is in the dark over the recent felling of huge trees in front of a newly-completed building at Jalan Datuk Lau Pak Khuan here.

Expressing dismay and shock over the matter after Ipoh City councillor M. Kulasegaran raised the issue at the city council full board meeting on Friday, Roshidi said:

”I had not given any orders for the giant trees to be chopped down.

“It should not have happened and it could be due to my officers’ carelessness,” said Roshidi when apologising over the felled trees.

Roshidi said the council’s Landscape Department would plant new royal palm trees to replace the felled trees in two weeks’ time.

He also gave his assurance that no such incident would happen again.

On Wednesday, several people had called The Star office here to complain about the felling of the trees located in front of the post office.

On certain days, traders would set up shop to sell fruits, vegetables and flowers under the shady trees.

Earlier at the full board meeting, Kulasegaran said the four giant trees were about 30 years old and they did not pose any danger to the public.

The visibly upset Kulasegaran said 13 smaller trees were also chopped down along with the huge trees.

The Ipoh Barat MP said trees, plants and shrubs provided beauty and were crucial in improving the air quality for the city dwellers.

”The trees are on the job 24 hours daily working for us all to improve our environment and quality of life,” said Kulasegaran.

He added that Ipoh should be turned into a garden city instead of losing its identity and turning into a concrete jungle.

My Speech in MBI Full Board meeting. SEPT/2008

Speech by M.Kula Segaran MP Ipoh Barat at the Ipoh City Council full board meeting on 26th September 2008

Ladies and gentlemen…

The name of our city Ipoh derives from a local tree, pohon epu or commonly known as pokok Ipoh. The sap of this plant is poisonous and was used by the Orang Asli to coat the tips of the darts of their blow pipes. In this story you can say Ipoh City had from day one given great prominence and importance to trees.

Unfortunately a few days ago some trees along the main round others near the Ipoh garden post office were mercilessly chopped down by our own Ipoh City council.

After receiving numerous urgent appeals from Ipoh citizens I contacted the Council and was told that the trees were cut because of complaints by adjoining shop house owners.

I visited the site and was shocked to note that four big trees and another 13 smaller trees have been chopped to the ground.

From my investigations I learnt that the trees were chopped down because the trees were obstructing the view of a new shop house building that had been recently built in the vicinity.

It is such a tragedy to chop the trees down. The big trees are at least 30 years old and the smaller trees about 5 years old.

What danger could this trees have posed? The nearest tree to the building is about 30 feet away. Just trimming of the trees would have sufficed. It is important to now who made the ludicrous decision to remove the trees.And why they were not uprooted to be planted elsewhere?

This sad incident reflects the lack of a proper policy by the Council as regards to tree planting and chopping and development of buildings. It is common knowledge that trees are the substance of life. They remove toxic carbon dioxide and manufacture oxygen for all life.

They give us shade and character and add value and colour to our lives. There is a urgent need in Ipoh to formulated a comprehensive policy on this matter not a adhoc system where one day you plant and the next day you chop down.

In many types of Council special permission is needed to cut down trees even if these trees are in one’s back yard or in one’s garden. Is the Council above all this rule?

Road side trees serve as screens, providing motorists with pleasant scenery and selectively blocking off unsightly features.

I also got many SMS and telephone calls over this tragedy.

One of which read as follows "which silly guy chop d trees? 1 tree equals to to 10 air condition. Tell d silly guy to place 30 air condition there and run them for the rest of his silly life as punishment’

People are upset and shocked that the Council had not acted in the best interest of the ratepayers and environment.

Studies have shown that:

# trees reduce the greenhouse effect by shading our homes and office buildings. This reduces air conditioning needs up to 30%, thereby reducing the amount of fossil fuels burned to produce electricity. This combination of CO2 removal from the atmosphere, carbon storage in wood, and the cooling effect makes trees a very efficient tool in fighting the greenhouse effect.

# one tree that shades your home in the city will also save fossil fuel, cutting CO2 build-up as much as 15 forest trees;

# planting trees remains one of the cheapest, most effective means of drawing excess CO2 from the atmosphere.

# a single mature tree can absorb carbon dioxide at a rate of 48 lbs./year and release enough oxygen back into the atmosphere to support 2 human beings.

# over a 50-year lifetime, a tree generates RM100, 000 worth of oxygen, provides Rm220, 000 worth of air pollution control, recycles Rm37, 500 worth of water, and controls Rm130, 000 worth of soil erosion.

Trees are on the job 24 hours every day working for all of us to improve our environment and quality of life. With the slaughtering of these trees the whole facade of the area has changed to look ugly and indecent.

The Council should wake up and formulate a policy that helps save trees and the environment. At all times it should go all out to protect and plant trees to turn the whole of Ipoh city into a “Garden City” otherwise Ipoh City will lose its identity and became a concrete jungle.

I suggest as a first step the City Council should stop the destruction of trees and apologize to the people. Also they should start immediate treee planting schemes and then to replant trees at the very place where the trees were chopped. In future the trimming of trees should be given priority rather then cutting down trees. Planting of new trees both by the council and the Ipoh ratepayers should be encouraged.

It made me wonder as well. I drive past the post office twice a day, and its disheartening to see these trees, some as old as I am being taken down.

So who is responsible for the local Ipoh council? Who does MBI report to?

On the flipside, I see a lot of DAP flags in Canning. Few weeks past, it was PAS flags. If you must fly flags why not just fly Malaysian flags instead, or should I expect to see PKR flags a few weeks from now?

I would like to suggest that the Owner of the new shoplot to be fined heavily as there are no other ways to teach these people a lessions as they will quickly chop down the trees and just pretend to be inocent and get out of it. I hereby proposed for the 4 old trees fine them at least RM15K each and for the younger one RM2K each which will be RM86K in total to teach them a lesson and to avoid future destroying of trees. The Council can take theses fines and upgrade the road surrounding that area or maybe beautify the Round About opposite.

EDUCATE THESE PEOPLE ENVIROMENTAL AWARENESS AND BE GOOD TO OUR EARTH AND MANKIND. IF YOU DESTROY THE ENVIROMENT YOU NEED TO PAY A PRICE.

Bercham Chinese Temple Event. AUG/2008

Persatuan Huat Tian Keong, located in Bercham (Back of Boungainvile Country Club), Ipoh, Perak and the association formed in year 1988. Its purpose is to serve as a spiritual and cultural center for those interested in learning more about the Chinese culture.

Yesterday the association has organized the annual dinner for the year 2008 and the dinner was attended by YAB Menteri Besar Perak, YB Sum Cheok Leng and I. It’s a well organized event and received more than 1000 people’s supports.

SOLAR POWER BY : M.KULA SEGARAN Tuan M. Kula Segaran [Ipoh Barat]: Terima kasih Tuan Yang di-Pertua. Tuan Yang di-Pertua, soalan tambahan. Saya hendak tanya adakah kerajaan betul-betul serius dan adakah kementerian ini sedar kerana solar energy yang merupakan renewable energy yang sangat diguna pakai di negara-negara barat termasuk di India juga banyak digunakan di mana solar energy datang dengan free dan renewable energy. Akan tetapi nampaknya kementerian tidak ada satu blueprint untuk membawa satu pembaharuan dalam arena ini.

Saya difahamkan Tuan Yang di-Pertua bahawa kementerian ini dan LLN, Lembaga Lektrik Negara adalah di antara satu faktor di mana tidak ada pelancaran yang penuh mengenai solar energy. Mereka membantah kerana ada kerugian akan terjadi jika solar energy digunakan dengan luasnya. Apakah rancangan kerajaan supaya semua mana-mana bangunan kerajaanh sekurang-kurangnya bangunan Parlimen ini boleh ada solar energy supaya kita tidak perlu memberi tunjuk ajar kepada orang lain. Parlimen should be the first dan bangunan-bangunan kerajaan should be more intelligent. Kita patut harness God gift, wealth ini.

The government must find a way to use solar energy system in this country to be more futuristic as foreign countries inclusive of India. The solar power will scale up to produce all the energy of earth’s people.
Being, one of the fast developing countries in ASIA Malaysia lacks behind to have the blueprint of the solar power for a remarkable change.

I understand that, the concern Ministry and LLN are one of the factors for the lacking and both feel that it will cost them very high losses if they were wants to implement the solar energy generating system in this country.
We should implement the system in Parliament building so that it can be an eye opener for others to follows and Parliament should be the first and we must harness God gift.

政府必須找到一種方法,使用太陽能系統,在這個國家會更未來的外國國家包括印度。該太陽能發電站將最高可擴充到生產出所有的能量地球的人。

目前,一個發展迅速的亞洲國家,馬來西亞缺乏的背後有藍圖的太陽能發電站,為一顯著的變化。

據我所知,教育部的關注和lln的因素之一為缺乏和雙方認為將他們的成本非常高的損失,如果他們要實施的太陽能發電系統在這個國家。

我們應該實施該系統在議會大廈,以便它可以成為一個眼開給別人如下和議會應首先,我們必須利用上帝的禮物。

Malaysia's Anwar heads for parliament after election victory. AUGT/2008

PERMATANG PAUH, Malaysia (AFP) - - Malaysia’s opposition leader Anwar Ibrahim won a landslide victory Tuesday in a by-election to return him to parliament, and said he was on track to oust a weakened government.

The vote in his home state of Penang cemented a stunning comeback for Anwar, who was sacked as deputy premier a decade ago and jailed on sodomy and corruption charges widely seen as politically motivated.
"I thank God who has been with me through this gruelling election process. I thank the voters," Anwar said as he arrived at the counting centre where some 30,000 supporters were holding a wild celebration.

"The message is clear… we have made a demand for change, for freedom and for justice," he said. "The people do not want to be exploited. We want an economic order that protects all the people."

Hundreds of riot police stood guard and a helicopter hovered overhead as the crowd gathered on a field outside the building, chanting "Putrajaya! Putrajaya!" — the name of the administrative capital and the seat of government.

The final tally showed Anwar won 31,195 votes, compared with 15,524 for his opponent from the Barisan Nasional coalition, which has dominated Malaysian politics for half a century.

"Yes of course we have lost… we were the underdogs going into this race," said Muhammad Muhammad Taib, information chief of the United Malays National Organisation (UMNO), which leads the coalition.

Anwar said he had outgunned the government despite a "sickening" campaign that focused on new sodomy allegations against him, and was marred by allegations of vote-buying and electoral fraud.

The opposition has also accused the coalition of attempting to undermine Anwar by stoking tensions between Muslim Malays who dominate the population, and minority ethnic Chinese and Indian citizens.

"This is a clear indication that people of all races have rejected the communal politics of Barisan Nasional. It is a clear endorsement of our reform agenda. We are on track to take over the government," Anwar told AFP.

Anwar had been widely expected to win back his old seat of Permatang Pauh, which his wife held during his political exile.

However, he defied expectations that the coalition’s no-holds-barred campaign would suppress his winning margin, which is being seen as an indicator of his ability to shrug off the sodomy charges.

Analysts said that even after he returns to parliament, the charismatic 61-year-old opposition leader faces further daunting hurdles including a looming trial on the new sexual misconduct charges.

The opposition leader has said the accusations, levelled by a 23-year-old male aide, have been concocted by the government to thwart his ambitions of seizing power with the help of defecting lawmakers.

His original sodomy conviction was overturned by the nation’s highest court in 2004, allowing him to go free after spending six years in jail.

He then spent several years behind the scenes, before storming back onto the political stage at the helm of a reinvigorated opposition.

In March general elections, the opposition alliance seized control of five states and a third of parliamentary seats — an unprecedented result that shook the coalition and put Anwar within striking distance of taking power.

He needs to secure the support of at least 30 defectors in order to oust the government of Prime Minister Abdullah Ahmad Badawi, who has faced calls to quit after the general elections debacle.

The ballot in Permatang Pauh was held under tight security, after both sides traded allegations of abuse and attacks on their supporters. Some 4,500 police were deployed to keep the peace.

Despite the focus on the sodomy allegations, Anwar’s star power was undimmed, and he drew big crowds to nightly rallies during the intense 10-day campaign

Perak Menteri Besar Datuk Seri Mohammad Nizar Jamaluddin today did not dismiss the possibility of the state government creating the post of deputy mayor of Ipoh city if there is a necessity for it.


He, however, has left it to Mayor Roshidi Hashim to discuss the matter with the 24 Ipoh City Council (MBI) members.

"We leave it to them to make a suggestion and it is then subject to review, but certainly if there is a need for the post, we will announce it," he told reporters after the swearing-in ceremony for the Ipoh Mayor here today.

The menteri besar was asked whether it was true that the Pakatan Rakyat state government would introduce the post of deputy mayor as rumoured over the last few months.

Asked whether the post was provided for under the Local Government Act 1976, he said: “There is a mention…(post of) Datuk Bandar (Mayor) includes deputy Datuk Bandar, so we will work on that provision.”
Speculation has been rife that DAP Member of Parliament for Ipoh Barat and MBI councillor M. Kulasegaran will be appointed the first deputy mayor for Ipoh if the post is created, as a compromise for not being appointed Mayor.

Roshidi, 52, was appointed the eighth Ipoh Datuk Bandar effective July 1, replacing Datuk Mohamad Rafiai Moktar who retired last month.

The former MBI secretary also has 16 years of experience as a prosecuting officer with the Anti-Corruption Agency.

There has been a lot of speculation regarding the post of Ipoh Mayor prior to this, including the possibility of Kulasegaran himself or Hulu Perak district officer Datuk Abdul Karim Osman filling up the post.

Time to practice real multi-culturalism..JULY-2008

The controversy surrounding the naming of roads in other Malaysian languages is uncalled for and a throw back to the old world that was demolished in the March 8 general election.;



Today’s Malaysia is freer and more open to naming raods in all the languages that make Malaysia a multi-cultural society.

There is nothing wrong in naming a road in Mandarin and Tamil – nobody loses but everybody gains, Malaysia wins.

Most Malaysians cannot understand why there is a controversy over a simple act of understanding and acceptance and giving due recognition to other cultures and languages other then Malay.

The national language will not lose or lower itself if it is sharing a road sign with mandarin and Tamil or English or Japanese and Korean.,

Multi-languages help tourism and help people understand each others culture.



We should be setting a good example so that tourists who visit the country can be reminded of how friendly and easy Malaysia ’s directions are, because of multi-language road signs.



To be recognized globally we should also think about tourists from the Middle East or China , but should also consider tourists from elsewhere, like America , Europe and Australia .



It is equally important to put up road signs in English it being an accepted international language.



The key reason for road signs in multiple languages is that it shows that the authorities practice tolerance and understanding of other cultures and such a situation would be a great asset to all Malaysians.



Let us all remember, united we stand divided we fall.

IT IS EXPENSIVE !!!!

“Lol, you’re gonna be paying too much to maintain your Perdana V6”. Our national car’s engine has a long life and it’s too expensive to maintain it. The spare parts are very expensive but not very tough.

God only knows what type of services provided by the appointed service agents. It’s time to change the gearbox for Perak Exco’s cars and one by one sending their car’s for repairing and it is not worth to replace the car engine for what ever amount.

What is the best solution… shall the government change the cars or maintain it for another 5 years?

Opening Ceremony of Buntong Service Centre
The Buntong Service Centre opening ceremony was held next to the Buntong market today (29/06/08) at 10.30am. A special Indian “Urimelam” and Chinese “Dragon” dance was presented at the event. The event was attended by the DAP leaders, party members and people around Buntong area came together to witness the formal Opening Ceremony of the service centre.

The opening of the center was done Sdr. Lim Kit Siang. As part of this opening ceremony YB Lim Kit Siang gave his opening speech and thereafter all of them were given lunch treat.

The office for the public service has, as a part its outreach in promoting the elected representative Sdr. Sivasubramaniam services for the public at large. The event was also attended by YB Loke Chee Yan and YB V Sivakumar.

In my speech I stressed that BN government has not learn a lesson in the last elections. The use of degrotary words by the Sungai Rapat assemblyman to belittle the indans clearly shows that the BN is arrogant and insensitive to the various races in this country. She had said (kalau nampak ular dan India pukul India dulu). The utterance of this words is a set back to nation building. When a similar incident happened in Parliament some 10 years ago the BN government promised this form of incident will happened. But less then 10 years the BN elected representatives are all doing it over again. The sole MCA assemblyman Dr. Mah ( Chenderinang) kept quiet on this matter. Why?

I also emphasis zed that although we have got many seats in the last elections we should not forget to serve the people. At all times all elected representatives must discharge their duties with integrity, accountability and transparently.

Political revenge behind move to cancel Penang projects. JUNE/2008

The government’s decision under the Mid term Review of the 9th Malaysia Plan to cancel the RM2 billion Penang Monorail and RM1.5 billion Penang Outer Ring Road (PORR) is a simple case of political revenge. The BN government is punishing the voters of Penang for voting the PR government to power. This is a simple case of political revenge and is unbecoming, unacceptable and the people of Penang and Malaysia reject this move. Penang has been singled out for punishment because the DAP-led Penang government is actively rewriting the ground rules for Malaysians - equality, justice and resources for all citizens. We urge the federal government to stop this act of vengeance and immediately withdraw its decision to cancel the two mega projects in the island and restore the projects. It is the right of the people of Penang to enjoy the benefits of both projects. The mid-term review of the Ninth Malaysia Plan increase the original allocation of RM200 billion to RM230 billion but saw fit to take away from the people of Penang at the same time. There is no logic to this act expect vengeance. Instead of getting more allocations for Penang, the two mega projects have been put on hold. This act is unjustified. I will raise this matter in parliament and show how unjust the BN government is.

WRITTEN ANSWER FROM THE WORKS MINISTER. JUNE/2008

SOALAN:-

Meminta Menteri Kerja Raya menyatakan proses pemilihan kontraktor untuk penyelenggaraan jalan raya persekutuan di negeri Perak dan berapakah yang diperuntukkan untuk tahun 2008 dan kos pelaksanaan sehingga hari ini?

Tuan Yang Dipertua,

Untuk makluman ahli Yang Berhormat, proses pemilihan kontraktor untuk penyenggaraan jalan persekutuan di negeri Perak dan beberapa negeri lain di zon utara iaitu Perlis, Kedah dan Pulau Pinang dilaksanakan secara rundingan terus. Proses pemilihan ini dibuat berdasarkan kriteria-kriteria yang ditetapkan oleh Unit Perancang Ekonomi, Jabatan Perdana Menteri (EPU,JPM) dan Kementerian Kewangan.

Nilai kerja-kerja yang terlibat dalam kontrak jangka panjang ini adalah sebahagian daripada peruntukkan tahunan bagi penyenggaraan jalan persekutuan. Skop yang terlibat pula hanyalah bagi penyenggaraan rutin dan penyenggaraan berkala seperti cerun mengganti perabot jalan dan sebagainya.

Sebahagian lagi peruntukkan adalah ditawarkan kepada kontraktor secara terbuka oleh JKR negeri dan JKR daerah bagi melaksanakan kerja-kerja penyenggaraan bersifat naiktaraf seperti membaiki simpang, menaikkan aras jalan, membina longkang dan pembetung,memasang lampu jalan dan sebagainya.

Untuk makluman ahli Yang Berhormat, sebanyak RM54 juta diperuntukkan bagi malaksanakan penyenggaraan jalan persekutuan di Perak. Sehingga akhir Mei 2008, sebanyak RM 21 juta iaitu 39% daripada peruntukkan telah dibelanjakan bagi melaksanakan kerja-kerja tersebut.

Ucapan penangguhan pada 26/06/2008 di Parlimen. JUNE/2008

Note: The following adjournment speech schedule for Thursday was postponed to Tuesday 1st July08. I got a notice from the Secretary of the House informing in view of the presentation of the mid term review by the Prime Minister all other matters will be adjourned.

KEPENTINGAN HARUS DIBERI KEPADA SEKOLAH CINA

Tajuk ucapan penangguhan saya ialah berkenaan dengan kepentingan sekolah cina yang baru dikawasan bercham dimana ianya adalah tugas utama kerajaan untuk melibatgandakan sekolah baru dikawasan yang perlukannya.

Dalam hal ini kerajaan harus melaksanakan dasar pengagihan sama-rata semasa membuat satu perancangan untuk pembinaan sekolah dan objektifnya harus membawa faedah kepada golongan pelajar tanpa mengira bangsa dan kaum. Lebih-lebih lagi setiap perancangan yang dibincangkan di dewan yang mulia ini adalah demi kepentingan rakyat yang memberi mandat kepada kita iaitu dengan secara ringkasnya “datangnya kita dari golongan rakyat maka khidmatlah untuk kepentingan rakyat”.

Untuk makluman dewan yang mulia ini, dimana peningkatan pelajar cina setiap tahun dikawasan bercham harus diberi kepentingan disebabkan oleh kekurangan bilik darjah jika dibandingkan dengan peningkatan bilangan pelajar setiap tahun. Maka kepentingan sekolah cina baru di kawasan bercham adalah untuk menjamin masa depan pelajar bagi meningkatkan kemampuan mereka dalam mengharungi cabaran akademik dalam suasana yang lebih selesa. Pada masa yang sama juga kita dapat jamin dan dapat membentuk satu barisan professional muda untuk melaungkan nama baik negara di arena antarabangsa yang selaras dengan slogan Kementerian Pelajaran iaitu “Kualiti Dijunjung Pendidikan Disanjung”.

Dengan ini saya minta pihak Kementerian menyatakan berapa buah sekolahkah yang akan dibina di Negeri Perak di dalam jangka masa 2008 hingga 2010, di manakah lokasi-lokasi tersebut, adakah ianya sudah pun dikenalpastikan dan adakah sekolah cina yang baru akan dibina di kawasan Bercham? Jika ya, bilakah pembinaan sekolah itu akan dimulakan? Berapakah anggaran peruntukan yang akan disalurkan untuk pembinaan sekolah tersebut? Adakah sekolah itu akan dikategorikan dalan sekolah bantuan penuh ataupun bantuan modal?

Untuk makluman pihak Kementerian, bahawa pihak kerajaan harus menyedari kehendak masyarakat kawasan Bercham yang seringkali minta jasa baik kerajaan untuk kewujudan sebuah sekolah Cina yang baru adalah untuk menanggung kemunculan bandar-bandar baru di Bercham yang diduduki majoritinya kaum Cina dan keperluan membina sebuah sekolah Cina dan ini juga akan dapat menjaga hak asasi kaum Cina untuk mendapatkan Pendidikan bahasa ibunda, maka Kementerian Pendidikan wajar mempertimbangkan Permintaan ibu bapa terhadap sekolah Cina berdasarkan keperluan setempat.

Live Webcast of assembly sitting.JUNE/2008

IPOH: The Perak assembly sitting will be telecast live over the Internet to reach a wider audience, and can be viewed at the official website of the state government here.

According to state officials, the live telecast was available starting Tuesday with the opening of the assembly by Sultan of Perak Sultan Azlan Shah.

“The live telecast will be made available throughout the duration of the assembly scheduled from Wednesday to Friday,” said an official.

Information about the live telecast was also text messaged to the public.

A recipient of the SMS said he received the information about the live telecast on his mobile phone on Monday.

“The SMS message reads that the live telecast on the Internet was an alternative media for the people to know about the proceedings at the assembly,” said the recipient, who declined to be named.

With the live webcast, the Pakatan Rakyat-led state joins its counterparts in Kelantan and Selangor.

Sistem Infra Untuk Mengatasi Masalah Banjir

Tuan M. Kula Segaran [Ipoh Barat]: Terima kasih Tuan Yang di-Pertua. Perlunya sistem infra untuk mengatasi masalah banjir. Masalah ini adalah berkenaan dengan perlunya sistem infra yang baru untuk mengatasi masalah banjir sehingga terdedahnya manusia kepada bahaya banjir khasnya di kawasan bandar-bandar besar yang mempunyai taburan penduduk yang padat serta kadar binaan yang tinggi telah meningkat dengan begitu pesat dalam tahun tahun
kebelakangan ini. Hal ini terbukti oleh kejadian-kejadian banjir yang serius di sekitar bandar Ipoh khususnya di Taman Merdeka, Taman Hock Onn, Taman Alkaf dan di kawasansepanjang Sungai Kinta, Ipoh.

Punca utama banjir di kawasan ini adalah disebabkan aliran permukaan pesat akibat perubahan guna tanah, alur-alur sungai dan longkang yang tersekat yang menyebabkan berkurangan keupayaan sungai melalui pemindahan kelodaknya. Pada masa yang sama pihak kerajaan harus peka dalam menangani masalah banjir di kawasan Ipoh khususnya di Taman Merdeka dan di kawasan sekitarnya. Jika turunnya hujan lebat ataupun hujan tidak berhentihenti
maka ia mengambil masa yang begitu singkat sahaja untuk menenggelamkan Taman Merdeka dan kawasan sekitarnya. Dengan adanya sistem perparitan yang tidak sempurna, maka ia menyebabkan begitu ramai mangsa mengalami kerugian yang besar dan kanak-kanak juga menjadi mangsa dengan penyakit.

Rakyat kini lebih berpendidikan dan lebih sedar akan masalah alam sekitar dan juga mendapat maklumat semasa dengan lebih kerap. Mereka lebih yakin bahawa kejadian banjir ini adalah disebabkan kesilapan manusia dan kegagalan pengurusannya boleh dielakkan jika
adanya satu perancangan yang awal daripada pihak kerajaan. Maka dengan itu timbulnya beberapa soalan dalam hal di mana apakah tindakan yang telah pun dirancang oleh pihak JPS dalam menangani masalah ini. Apakah sistem perparitan yang sempurna akan dilaksanakan
pada kawasan-kawasan yang disebut dan bilakah ianya akan diimplementasikan.

Selain daripada itu, berapakah peruntukan yang telah pun diperuntukkan bagi mengatasi masalah banjir di kawasan-kawasan ini dan sehingga hari ini berapakah yang telah dibelanjakan. Dalam satu perancangan pembangunan bandar raya, masalah banjir sepatutnya dijadikan
agenda utama. Perkara ini tidak boleh lagi dipandang ringan, ditolak dan diketepikan. Ia sudah menjadi lumrah di Taman Merdeka, hujan lebat yang turun sekejap pun boleh menenggelamkan taman ini dan juga kawasan yang rendah sehingga boleh menyebabkan kesesakan lalu lintas. Masalah banjir di kawasan Taman Merdeka dan sekitarnya bukannya satu fenomena yang baru dan adanya bukti-bukti yang kukuh di mana perlunya satu rancangan yang baru untuk membantu penduduk-penduduk kawasan ini.

Pihak JPS dan kerajaan masih tidak mencari satu jalan penyelesaian walaupun sudah lalu 40 tahun. Justeru itu, dengan adanya suasana ekonomi yang baik pada tahun-tahun kebelakangan ini, maka kerajaan tidak boleh menjadikan masalah ini kurang penting jika dibandingkan dengan pembangunan infra yang lain. Menteri Sumber Asli dan Alam Sekitar [Datuk Douglas Uggah Embas]: Terima kasih Tuan Yang di-Pertua. Tuan Yang di-Pertua dan makluman Ahli Yang Berhormat, mengikut kajian National Register of River Basin 2003, seluas 9% daripada keluasan tanah negara di Malaysia di kenal pasti sebagai kawasan berisiko banjir termasuk kawasan-kawasan sungai di Lembah Kinta. Bagi menangani masalah banjir ini, kementerian melalui Jabatan Pengairan dan Saliran memberi khidmat kepakaran dalam pengurusan tebatan banjir serta melaksanakan program tebatan banjir untuk melindungi nyawa dan harta benda.

Di bawah Rancangan Tebatan Banjir yang dilaksanakan oleh Jabatan Pengairan dan Saliran, dua bentuk langkah yang diambil iaitu langkah struktur dan langkah bukan struktur. Antara langkah-langkah struktur termasuklah pembinaan empangan tebatan banjir, pembinaan kolam takungan banjir, pembinaan lencongan, rumah pam, melebarkan dan mendalamkan sungai dan pembinaan ban benteng di tebing sungai. Sementara langkah-langkah bukan struktur adalah kajian-kajian lembangan sungai dan tebatan banjir, kajian pelan induk saliran, maklumat dan data yang diperlukan untuk kajian, penyediaan garis panduan dan manual saliran mesra alam, kempen kesedaran dan program pendidikan, ramalan dan amaran banjir dan pengurusan kawasan tadahan air. Tuan Yang di-Pertua, untuk makluman Ahli Yang Berhormat, di dalam perancangan permohonan bandar raya, kementerian melalui JPS telah memperkenalkan manual saliran mesra alam, MSMA. Manual ini telah pun diedarkan kepada pihak berkuasa tempatan di samping memberi taklimat kepada mereka.

MSMA merupakan garis panduan yang perlu dipatuhi oleh PBT di dalam meluluskan pelan pembangunan supaya isu banjir dapat ditangani.

Tuan Yang di-Pertua, justeru PBT perlu memainkan peranan dengan menangani isu banjir terutama dalam penyelenggaraan dan penaikan taraf kemudahan-kemudahan perparitan. Di samping itu, PBT juga perlu meningkatkan penguatkuasaan agar semua pihak mematuhi peraturan dan undang-undang berkaitan bagi mengurangkan kesan banjir tempatan. Berhubung isu banjir di Taman Merdeka dan taman-taman perumahan di sekitarnya. Untuk makluman Ahli Yang Berhormat, taman-taman ini terletak di kawasan tanah rendah di sepanjang Sungai Pari, anak Sungai Kinta juga merupakan kawasan yang berisiko banjir.

Di bawah Rancangan Malaysia Kelapan, JPS telah membelanjakan RM58.8 juta untuk melaksanakan Rancangan Tebatan Banjir Sungai Pari. Bagi meningkatkan keupayaan Sungai Pari untuk mengalirkan air bagi mengurangkan masalah banjir di sepanjang sungai ini.

Skop kerja yang telah dilaksanakan termasuk meninggikan baris Sungai Pari bagi mengelakkan limpahan air sungai, membina semula konkrit seksyen yang telah rosak akibat hakisan air sungai dan menempatkan pam untuk mengepam air dari kawasan banjir di Taman Merdeka ke Sungai Pari. Tuan Yang di-Pertua, seterusnya di bawah Rancangan Malaysia Kesembilan, JPS melaksanakan kerja-kerja RTB Sungai Pari. Skop kerja yang telah dilaksanakan sehingga kini meliputi pembinaan rumah pam termasuk pemasangan pagar keselamatan dan CCTV, pembaikan dan pembinaan semula benteng L-shape sepanjang Sungai Pari serta kerja-kerja mendalam anak-anak sungai kepada Sungai Pari.

Tuan Yang di-Pertua, bagi menyelesaikan masalah tersebut dalam jangka masa panjang, JPS telah melantik juru perunding untuk menyediakan reka bentuk kejuruteraan terperinci bagi cadangan kerja-kerja tebatan banjir di Taman Merdeka dan persekitarannya di sepanjang Sungai Pari.

Tuan Yang di-Pertua, kementerian berharap Majlis Bandar Raya Ipoh juga memainkan peranan yang sewajarnya untuk menangani isu banjir di Taman Merdeka, Taman Hock Han dan ‘Taman Har Kaf’ ke kawasan-kawasan sekitar memandangkan ketiga-tiga taman perumahan ini terletak di bawah kawasan perbandaran MBI. Kerja-kerja penyelenggaraan dan penaik taraf sistem saliran dalaman di kawasan-kawasan tersebut adalah tanggungjawab Majlis Perbandaran Ipoh.

Justeru itu, Ahli Yang Berhormat adalah diminta untuk membangkit isu ini terus kepada Majlis Bandaran Ipoh. Terima kasih.

I’m amused at the statement by Normala.

Maybe she should be asked why is it that MBI spends so much money on planting the spiky plants every where and then replacing the pots every few months. I don’t think they being rotated as many are shriveled up. Maybe instead of planting them they should stop cutting down large trees that are healthy. Instead they should plan their roads such that the trees planted need not be cut down every ten years. There are many roads in Ipoh that are built so badly that they end as dangerous to road users. One point is the flyovers at Jln Kuala Kangsar which is amateurish at best. The road in front of the TUDM is heavily used but the road is narrow. I must add that it has not escaped my notice that these area is a stronghold of PAS. Proper planning could have turned this road into a very safe road.I suppose political affiliations have a lot to do with how your place will look like.The new housing schemes at County Valentine was a much hyped one in 2004. Yet there is no proper entrance or exit to it. Residents have to endure a dangerous and nerve wracking time to cross into Jalan Pegoh. They have to use a backlane to access their homes.Yet we pay assesments. I wonder how is it that DBI approved of a large 400+ housing sceme without proper access roads. The only road that is wide enough is the one that goes out of Ipoh towards Jln Gopeng. If the money is spent on viable things, the Ipoh residents will never complain. Instead they are spent on unwanted “hiasan” that benefit a select few in their pockets. Remember the lanterns that used to decorate Ipoh streets in 1999. I still remember that this same “lady” commented that they can be used again and again in the years to come. I’m wondering what happened to those lanterns. Is Ipoh still purchasing them to replace those that have been damaged and destroyed by the weather? I had never seen them again after 2001? What happened to the much bandied about “can be used again and again in years to come”.

I don’t think DBI needs more money. They need a better accounting of the way money is spent.Where is the allocation list for the year 2008? As rate payers, don’t we have a right to see what our money is being used for? Or is that under the OSA? Transparency means knowing what goes where. Lip service alone is not enough. All those cost saving methods mentioned is just lip service. See the number of bright lights that light up the DBI, See the way road repairs are carried out. Don’t wait for damage to be large before it repaired. Look at the problem of flash floods. If you look carefully it is silt that block the drain holes on roads that cause flash floods. These drain holes should be inspected on rainy to see if they function as they are supposed to. Any body stopping at the traffic lights heading towards Pantai Putri from Tiger Lane on a very rainy day can see that the drain holes on the side are practically non functioning as the design and lay of it is such that rushing water skims the entrance and rushes on along the side of the road. Do the right thing,put on your rain coats and see for yourself. Sitting in an air-con room the whole day long is not what will solve the problems in Ipoh. More money will not either. As long you don’t “turun ke padang” the rate payers of Ipoh will not condone any increase in rates.

Last but not the least, don’t compare Ipoh with KL and PJ. They have better road systems, bus services and wonder of wonders, a rail system. They have transport systems which is a dream for Ipoh. So we should not be paying their rates.The only thing we have in common with them is the increasing traffic jams and flash floods. The flash floods do not make a city, a happy one. Ipoh is only a glorified town at best. A city as large as Ipoh must be able to boast a rapid public transport system not ever changing pots of plants. The concept of “hiasan” is something that is only for show not of any use for the ordinary and long suffering Ipoh residents.

Come on DBI, wake up, we are not stupid and doling out the same line by the public relations officer, year after year is insulting to the Ipoh folks.

Make no mistake. Ipoh has grown in the number of cars, houses and shops since the 1980’s. Do your maths. The increase in premises means more money. 16% is a lot of money so don’t tell us you need more money. You have more money than you had in 1980. More cars, more houses, more businesses, more people and more factories and industries. All these translate into more money for the DBI.

DO you still think we are stupid? Show us your spending accounts and we can tell you where your maths has gone wrong. Remember,Ipoh people have the numbers and we know our maths.

I’m from the philippines. our government right now
is a presidential form of government. It is democratic in form yet greatly influenced by the USA. Our government
is proposing for a parliamentary system of governance.
Is parliamentary form really a better form than what we have right now? How’s Parliamentary form of government doing so far in your country? Does it really solve most of your problems? Specially the corruption thing because it is so rampant in my country.

Parliament must discss matters of public importance. MAY/2008

The MP for Serdang YB Teo Nie Ching gave notice to the Speaker that she intends to move a motion( namely adjournment- Definite matter of urgent public importance) to discuss the current issue affecting the Bandar Mahkota Cheras on the controversial wall built by toll operator Grand Saga which blocked access to the Cheras-Kajang Highway.
Unfortunately the speaker rejected the motion in Chambers and on the grounds this matter is pending in the High Court and apparently the minister had explained in detail in the House on 12/13 May 2008.
But YB Teo stood to say that this is an urgent matter which requires the house to debate this issue. The speaker disallowed her request.
Immediately I stood on a point of order namely under Standing order 18(3) (b) Standing Order 13 reads “ If the Tuan Yang di Pertua is so satisfied and informed either (a) leave of the house….
(b) If it is not given, at least fifteen members rise in their places to support the request, the motion shall stand over until 4.30 p.m. on the same day..

Over 20 MP’s stood up to support me on this issue. Thus under order 13(b) I felt the Speaker has no choice but to adjourn the matter to 4.30p.m. and to allow the matter to be debated. Unfortunately the Speaker disagreed with me. I stressed and mentioned that if this matter is not urgent then this house is irrelevant and will be a laughing stock of the nation if we fail to discuss matters which are current

My plea was shot down and well I hope to be lucky in the future.

hello… i think you did a right statement to point out a important issues which is the dewan rakyat not discussing current issues that what for it build for… now the political environment has been changed… we are exhausted, dying from the abuse of the BN… the citizen are earning so hard.. that the BN just spend people tax money like their own while abusing their tax payer… we had have it enough… we want some changing and it is aint just typing in the blog anymore… we are struggling too hard and now we are dare to damn ourselves by doing what is right for people if necessary…

Notice the words “If the Tuan Yang di Pertua is so satisfied and informed…”

Obviously the Speaker is NOT SO SATISFIED even though some residents are beaten up by thugs and NOT INFORMED of what is going on the issue of Mahkota Cheras even though major newspapers have been publishing the news over and over again.

Pretty strange for a Speaker to be appointed in the first place.

YB kula, what do you expect to have a BN Speaker? i think you guys just have to continue to haress them goons and strike them when the opportunity arises but make sure you do it carefully and do not let them catch you breaking the law and get suspended!

Why sponsor students to study non- critical courses. MAY/2008

Yesterday

While debating on the supplementary financial estimates for the Prime Minister’s department it was revealed by Minister Dato’Nazri that not only students are sponsored by the government for critical courses like Medicine, Architecture, Engineering etc but also non critical courses like law.

In the last session of Parliament when I asked the Minister why we still have to send students to study law overseas he said he was unaware of this and he feels the government should not sponsor students to study for non critical couces as these monies could be well spent on students studying critical courses.

I am now shocked by the “U” turn made by the same minister on the same issue. He now says that students are still been sent to study non critical couces because it gives them exposure and also to balance local with foreign students. I could not get further clarification on this matter as he said in Parliament time to answer is over.

To sponsor a student to study Law in U.K for a period of four years costs nearly RM1 Million. With RM1 million over 20 students can study law locally. Why waste tax payer’s monies? Critical couces must be given priority.

whats the percentage of these non-critical courses among the total scholarships?
i’m sure a lot of attention are given to the critical courses.
my point is scholarships should be awarded for non-critical courses but in reasonable numbers.there are differences between ICT graduates from USA and Law from UK to Malaysia’s.Especially when they’re from the Ivy Leagues. Like your fellow DAP member,Tony Pua. He is very admired by your party for his educstion background even though he’s taking a course that you would deemed as non critical.Much can be learn from these ‘non critical’ courses if they’re of good quality from abroad. Try comparing a law graduate from Oxford to our own,not to degrade ours but the graduates from such universities can share the experience and the edge to our local students.Such universities have existed almost a thousand years,of course there are differences to ours. The effort lies in our sincerity in working together to bring back all the edges of Western civilisation to our country instead of blaming each other without proper consideration.
