Fate of councillor hinges on Ipoh mayor’s reportTELUK INTAN: The decision on whether to sack the city councillor who allegedly operated a plastic s­moulding factory without a premis­es licence will be in the hands of the Ipoh Mayor.Mentri Besar Datuk Seri Moha­mad Tajol Rosh Ghazali said any action against city councillor Lim Huey Shan would depend on the report, which he would receive soon from Datuk Bandar Datuk Mohamad Rafiai Moktar.He said he had asked Mohamad Rafiai to prepare a detailed report to help him determine the seriousness of the offence allegedly committed by Lim."Action to be taken against Lim will be based on the report being prepared by Datuk Bandar."This is to ensure whatever deci­sion we are going to make will not be a political one," he told reporters after presenting land titles to 1,010 Felcra settlers in Seberang Perak, about 40km from here yesterday.Tajol Rosli had said that he would personally study the complaint against Lim despite the stand taken by the Perak MCA that Lim had not committed a `catastrophic mis­take’.The state government is expected to decide on the fate of Lim during its exco meeting on Feb 28.

We welcome the initiatives taken by the new ACA Director of Perak

A delegation form concerned citizens met the ACA Director Puan Samsiah. We expressed our concern that many reports lodged with the ACA has seen no action at all. In fact the ACA has become an Agent for Collection Agency(ACA)! She has promised to act. We hope to see some results soon. Otherwise?

We welcome the initiatives taken by the new ACA Director of Perak
The newly-appointed Perak Anti-Corruption Agency director Samsiah Abu Bakar has recently stated that there are many out standing corruption cases in Perak which involves state government staffs. So far nine cases have been confirmed as involving state government officers. Among them are two senior state government officers in the group A category and seven other are serving officers. We are given to understand that many of these investigations have commenced some time back by the ACA. In the mean time the state officers have not been suspended or charges charges have not been filled against them in Court. This clearly shows that the follow up actions are not taking by the state government promptly.
Presently the Perak State Secretary Chairs the Disciplinary Committee. The State Secretary should expedite the follow up actions with urgency. The undue delay causes loss of moraleto the complainant some of who are also serving state government officers. Also it cause unnecessary financial burden to the system of maintaining officers who by right should be suspended pending the disposal of court cases.
Menteri Besar Datuk Seri Mohd Tajol Rosli Ghazali, also said all the nine cases did not involve financial transactions. "They were only elements of abuse of power in these cases. Abuse of power in many instance a more serious offence then the normal criminal cases. Even a simple abuse of power case needs proper investigation to put a stop to the rot which is taking places in the state administration. In fact many civil servant are living well above their income and why there has been no action taken? The Prime Minister when taking office in 2003 has promised swift action against corruption. But in reality the action if any is slow and ineffective.
Malaysia’s plunge to the lowest ranking in 12 years in the Transparency International (TI) Corruption Perception Index (CPI) 2006, falling five places from 39th place last year to 44th place, or six places in the three years of Datuk Seri Abdullah Ahmad Badawi as Prime Minister or 21 places since the first TI CPI in 1995 when Malaysia was ranked No. 23. It hid another tragic story of Malaysia’s decline in international competitiveness – being overtaken by another country in the TI CPI. For the first 11 years of TI CPI, Malaysia had always a better ranking than South Korea, and in 1998, Malaysia was 18 rankings higher than South Korea, being ranked No. 32 and No. 50 respectively. In the TI CPI 2006, however, South Korea had overtaken Malaysia, being ranked No. 42 or two places higher than Malaysia’s No. 44.
Unless seriousness is put into effect the ACA actions will not result in any far reaching changes in the way corruption is being practiced in Malaysia. Some have even said corruption is a way of culture to many in the country. Thus drastic action to clean up the system is urgently required. The government needs to take in more qualified officers into the ACA. All its investigations should be reported direct to an independent body like Parliament rather then to the Prime Minister.

MCA now says it will accept any decision as regards the councillor!

IPOH: The MCA will accept any decision made by the state government concerning the city councillor who allegedly operated a plastics-moulding factory without a premises licence.State MCA chief Datuk Ong Ka Chuan said the party would not object even if the state government decided to sack Lim Huey Shan."If the state government wants to remove him, I’m sure it has reasons for doing so," Ong said. "We have to accept it. But so far, based on the facts of the matter, we see it as only a tech­nical error and not a moral issue."Mentri Besar Datuk Seri Mohamad Tajol Rosh Ghazali had said he wanted the Perak MCA to submit a detailed report to gauge the seriousness of the alleged offence com­mitted by Lim.Tajol Rosli said he would personally study the case to determine if further action needed to be taken against the councillor.The Perak MCA, on the other hand, had taken the stand that Lim had not committed a "catastrophic mistake" nor had it been done intentionally."It is only fair that he (Tajol Rosli) wants to look at it personally," said Ong, adding that Perak MCA Youth chief Datuk Tan Chin Meng, a state executive councillor, had been instruct­ed to hand over the report.Ong, who is MCA secretary-general, howev­er, recommended that the state government also obtain a report from the Ipoh City Council.
