It is shocking and most disappointing that Perak Menteri Besar Datuk Seri Tajol Rosli Ghazali has decided to postpone his decision on what action to take against second-term Ipoh City Councilor Vincent Lim. On 31st January07 we exposed with documentary proof that Vincent Lim has been operating a plastic factory illegally without a license/permit. Even the press secretary of the Menteri Besar was present and we gave him all the relevant documents. Tajol Rosli’s excuse for not making a decision on the matter is that the Ipoh Datuk Bandar, Datuk Mohamad Rafiai Moktar, still hasn’t submitted a report on the matter to him. This is most shocking. The public was told on February 4 that the Datuk Bandar Ipoh was expected to submit a report to Perak Housing, Local Government and Public Transport Committee Chairman Datuk Chang Ko Youn by February 5 – i.e. the very next day. After more than three weeks have come and gone, the Menteri Besar now tells us that he is still waiting for the Datuk Bandar’s report! This has become the usual classic case of delaying tactics, utter inefficiency and irresponsibility. How long does it take the Datuk Bandar Ipoh to investigate one of his own unelected city councilors? Hours? Days? Weeks? Months?The Mayor was appointed to the present job on 25thJuly06; by now he should be fully conversant with the problems and issues confronting the MBI. He should not have had any problems probing into the Vincent Lim Scandal and come up with a report for the Menteri Besar within two days, because all the documentary and other evidence are available readily. The Vincent Lim Scandal is a very straightforward matter. A city councilor has broken the law – a law which he as councilor has pledged to uphold and defend. What’s the punishment? It is as simple as that. The people of Ipoh also wants to know why such a councilor – who disobey his own council’s laws, bylaw and regulations – could have been appointed to a secondTerm. It shows that the whole system of non-elected local councils is rotten and thus unfair to the public. In fact, the system is detrimental to the public interests, as there is no speedy recall and corrective action. The people of Ipoh are again given a raw and rotten deal by being dumped with a law-breaking councilor. What is also shocking is Tajol Rosli answer, when asked by reporters, said that the Datuk Bandar can take his time to submit his report on the Vincent Lim Scandal. This is most irresponsible. It proves, that Tajol Rosli himself is incompetent, and far from being dynamic and proactive that a Perak Menteri Besar should be, especially at this crucial juncture of Perak’s recent troubled socio-economic development. Ipoh City Council has a total of 22 appointed councilors. But unfortunately all the 22 appointed councilors have NOT expressed their views or opinion on this matter to date, why? Worse still at the full board meeting held on 28February07 none of the councilors spoke up on this matter, why? The 22 local councilors are holding public office appointments; and they are expected to discharge their duties without fear or favour. Ratepayers are asking why the illegality committed by Vincent Lim is being endorsed and condoned by the other 21 councilors? By dragging their feet over the Vincent Lim Scandal, the Perak Menteri Besar and the Datuk Bandar Ipoh and all the EXCO and city Councilors under their poor respective leadership have become the active subverts of the National Integrity Plan, launched officially by Prime Minister Dato Seri Abdullah Ahmad Badawi in 2004. Next week we will sent an official protest letter to Tajol Rosli , and shall send a protest note to the Prime Minister on this matter within days.
