THE STAR, WEDNESDAY 7 MARCH 2007 NATIONMayor: No wrongdoingCouncillor has complied with rulingIPOH: Ipoh City councillor Lim Huey Shan, alleged to have operated a plastics moulding factory without a premises licence, has been cleared of the wrongdoing, Datuk Bandar Datuk Mohamad Rafiai Moktar said."Our investigations showed that the company Marvellous Essence Sdn Bhd and councillor Lim have complied with the conditions;" he said."And he did not commit any wrongdoing by operating without a licence," he told newsmen yesterday after attending a seminar on "Strengthening of social integrity among village heads and members of Village Development and Safety Committee."He was commenting on the city council’s latest investigation into allegation that Lim had been operating a plastics moulding factory without a premises licence.Mohamad Rafiai explained that the factory was set up in a zone which allowed for manufacturing activities.The company had applied for a licence on Sept 28, last year, and the council had given it a conditional approval on Nov 8, the same year, he said.One condition was that the company must obtain a report from the Fire and Rescue Department, which the factory had to comply with, he said.However, he said, the department was slow in producing the report, resulting in a delay in the council’s effort to issue a premises licence to the factory.The department only submitted a report on the company on Feb 6, this year, he said, adding that the council had issued a licence to the factory on Feb 7 and it had paid RM480 for it."The council found that Marvellous Essence and the councillor had no intention of carrying out the activity without a licence," he said.
"A confusion came about following a delay in getting a report from the (Fire and Rescue) department," he added.On the fate of the councillor, Mohamad Rafiai said, "It is up to the MB (Mentri Besar Datuk Seri Tajol Rosh Ghazali)." NST 7thMarchMayor clears air on factory licenceIpoh city councillor Lim Huey Shan says the plastic injection moulding factory is a family businessIPOH: Ipoh Mayor Datuk Rafiai Mokhtar has put to rest the furore over a city councillor accused of operating a factory without a licence.He said the city council had already approved a premises licence for the factory on Feb 7 and that the company had paid RM480 for 2007.The council’s delay in approving the company’s application for a licence was because it had been waiting for an evaluation from the Fire and Rescue Department."As soon as the council received the fire department’s response on Feb 6, 2007, it issued the premises licence the following day."And the company has already paid for the licence for 2007," he said when met yesterday at a seminar for village heads launched by Menteri Besar Datuk Seri Tajol Rosh Ghazah.The DAP had accused Ipoh city councillor Lim Huey Shan in late January of operating a plastic injection moulding factory at Taman Perdagangan dan Perindustrian Ipoh without a licence.Lim, one of the directors, denied being involved in day-to-day operations at the SMI company, which began operating in Feb 2004.He had also said that the company was a family business and that it started operating even before he was appointed city councillor in January 2005.Rafiai said the company had not violated any licensing regulations because it was operating in an industrial area and had applied for a premises licence on Sept 28last year."The city council had issued a conditional approval last November for the premise licence and requested that the company comply with the fire department’s regulation for the installation of water sprinklers, which the company has done."As a rule, the council will issue a conditional approval to an applicant and within six months he must complewith regulations and install whatever has been found lacking in the factory by the authorities."In this case, the company has complied within the six-month period, and therefore the company is not operating illegally," he said.

Imagine Garuda plane is allowed to fly kite when all the papers are not in order? Can Ipoh City Council allow you to stay in the new house if Bomba is still EVALUATING? What happen if fire breaks out in the factory? Clearly these Napoleans take their own sweet time

No report from Bomba means no approval - simple as that!!! Try applying for university loans if you do not have all the relevant letters. Same with any planes or COF (cert of fitness). Whose fault? Of course it is BN Government from Federal to state and local BN Government - slow and all the red tapes
