The proposed amendment to the Criminal Procedure Code and the Penal Code is before the house today.
In relation to the Criminal Procedure Code and the Penal Code it’s common knowledge that the Attorney General chambers(AG) have failed to win many cases while prosecuting criminal cases especially the “public interest” cases. When asked as to why Deputy Public Prosecutors (DPP) have been performing miserably bad in courts the Government mentioned many times in Parliament that invariably the answer is that among others that the DPP’s are involved in on going courses conducted by the Universities which would enhance the prosecuting abilities of the DPP’s.
We did a research on the various officers at the AG chambers and we came across an officer by the name of ‘Gareth Richards’ Pegawai Penyelidik (Research Officer) at the AG chambers. I accordingly type his name in the “goggles” search engine and found the full name as ‘Gareth Api Richards’.
I was shocked to learn that ‘The Faculty the Department of Political Science, University of the Philippines, Diliman, Quezan City have taken action to sack the appointment of its Associate Professor Gareth Api Richards. The grounds of his dismissal as mentioned by the University reads as follows:
DEPARTMENT OF POLITICAL SCIENCE STATEMENT ON THE TERMINATION OF APPOINTMENT
OF ASSOCIATE PROFESSOR GARETH A. RICHARDS
The Department of Political Science, University of the Philippines Diliman terminated the
appointment of Mr. Gareth Api Richards as Associate Professor of Political Science effective 25
April 2004 due to his deliberate misrepresentation of his credentials. Specifically, Mr. Richards
claimed in his biodata, which he submitted to the Department, that he has a Ph.D. degree in
Political Economy from the University of Manchester. However, following an official
verification made by the Department Chair in early January 2004 with the head of the
Department of Government, University of Manchester, it was confirmed that Mr. Richards was
never conferred a doctorate degree from said University.
The tenured faculty of the Department of Political Science, in its meeting on 14 January 2004,
unanimously decided to terminate the appointment of Mr. Richards after he admitted in his letter
of 12 January 2004 (which he read before the tenured faculty) that he lied about having a Ph.D.
degree. Such intellectual dishonesty clearly goes against the norms of academic life and must
not be tolerated. Needless to say, the University supported the decision of the Department and
terminated Mr. Richards’ appointment for cause. Mindful of his students’ interests, the effective
date of his termination was set at the end of the semester to allow Mr. Richards to finish his
teaching duties. In order not to undermine whatever is left of his presumed moral authority while
completing his responsibilities in the University, the Department also decided to defer making an
official announcement regarding his termination.
The Department is issuing this official statement to set the record straight concerning the
termination of Mr. Richards’ appointment. Mr. Richards’ case is clearly one of a lie uncovered
and exposed to light, and nothing more. The members of the University community – its
officials, the faculty, and the students – along with other institutions within and outside the
country were all deceived. Let us not allow ourselves to be deceived yet again, especially by
intrigues, misinformation, and lies circulating within and outside the University that are meant to
bury the truth, which serve no other purpose but to protect the punctured ego of the uncontrite.

We would like to ask the Minister as follows:
1) Is Gareth Api Richards who is engaged by the AG chambers the same person who was sacked from the University in the Philippines ?
2) If so, is the AG aware the background of Mr. Gareth Api Richards, before he was appointed as a research officer at the AG chambers and he is directly answerable to the AG?

Our concern is as a senior research officer in the AG chambers he will have access to state secrets and sensitive matters as in the case of Pulau Batu Puteh which we are in conflict with Singapore . Can Gareth be trusted, more so in view of his back ground where he had forged his academic creditentials? If the misrepresentation of the PHD credentials had take place in Malaysia he would have been taken to court for cheating. Worst still Gareth is not even a citizen of Malaysia .
On what basis has the AG made a decision to appoint Gareth to be appointed as a research officer at the AG chambers? Are we or have we compromised our ‘Sovereignty’ by appointing a person like Gareth.
We are also given to understand that Gareth conduct legal courses and train DPP’s, lawyers and the like who are in the employ of the AG chambers. Can we trust or have confidence in Gareth to lecture the truth to DPP’s and the like who play a pivotal role in the prosecuting and safe guarding the interest of our country. Can we depend or have any confidence in Gareth?
If it is true that Gareth Api Richards is the same person as in the University Of Philippines we would be considered a “laughing stock” by internal and international experts.
If you employ a crooked person in the AG’s office soon you will find DPP’s having a crooked mind? Do you want to win cases using crooked/deceptive means? Where is the administration of fair justice on the part of the Attorney General?

Truth was, is, Gareth was the best faculty member that the UPD PolSci Dept ever had. He prepared the best syllabi students had ever seen.
He gave them the the most comprehensive, not to mention the most current literature (on his own cost!)m on the courses he handled.
He engaged his students all the time–in class and elsewhere–to make them write the best paper they ever did in their young academic lives. Meaning, he guided them every step of the way of their reports and papers so that they could squeeze theory out from their brains which have been conditioned to rote work by the elderly (also called senior) faculty of the UPD PolSci Dept.
Gareth never asked to be addressed as “Dr.” or “Prof.” much unlike his erstwhile ungrateful ex-colleagues (who usually raided his generous book collection) by his students.
For all this, Gareth earned the jealous contempt of his accusers, so much so that they would do as you do to destroy the man, even now that he has been trying hard to show elsewhere his own true worth, Ph.D. or not.
Leave him alone. Let the UPD faculty be poisoned from the inside by their own criminal hatred for Gareth Richards.
How much do you hate Mr. Richards? My guess is you too have joined the league of the UPD ingrates and unprofessionals, worse than murderers, whose life mission is to kill a much better person.
So, beat it.

Dear Kula,
You should go to a local Malaysian University and see for yourself if any one of the professors here can match his ability in teaching, research and writing. Clearly either you like it or not he is a professorial material way above the average human capital in his field of specialisation.
Your comments are based on secondary information and there is no chance of you knowing the truth at UPD. As Lord Rama said in Bagavad Gita ” However bad a man is he cannot be perfectly bad and however good a man is he cannot be perfectly good”. If the world operate in your premise - punish and keep punishing - without looking at the original documents at UPD, then you are no better than an ordinary cheap blogger with no conscience. It’s too late now as damage has been done and you can’t undo it. Have you ever thought about remedy measures if indeed your findings are wrong?
You should do more research and don’t rely too much on secondary or distorted information in making conclusions. Though, universities are filled with people who are supposed to be thinkers, but you will be surprised to note that it’s not a common commodity here. Unsure if you have been to one.
Students ranked him as best teacher both here as well as in Manila. You should focus your blog on uplifting the indian community who has become trash in their own motherland without any identity. You have many towering figures like Samy Vellu, his son Pari, and the rest who have misplaced your community and lost. The right person to say someone bogus is only GOD, if you believe in GOD.
Concentrate in doing something worthwhile and channel your energy in doing good to your doomed community. There are no bad people but bad things happen to people.

Gareth Richards is MI6 covert agent. But I agree UP Political Science Department is a laughing stock because it is a circus full of academic clowns.
